BAS II is for enlisted members at permanent stations in unaccompanied quarters without adequate food storage or preparation facilities.
BAH rates vary by duty station location, pay grade, and dependency status. The Department of Defense calculates rates based on local rental market data for 299 military housing areas. BAH is separate from Cost-of-Living Allowance (COLA), which compensates for non-housing expenses at high-cost CONUS and overseas locations.

In 2025, all service members received a 4.5% base pay raise effective January 1. Additionally, junior enlisted members (E-5 and below) received an additional raise effective April 1, 2025, bringing their total raise to approximately 14.5%. This was part of the National Defense Authorization Act for Fiscal Year 2025, signed into law on December 23, 2024.
Military basic pay is determined by two factors: pay grade (rank) and cumulative years of service. Pay grades range from E-1 to E-9 for enlisted, W-1 to W-5 for warrant officers, and O-1 to O-10 for commissioned officers. As you advance in rank and accumulate years of service, your basic pay increases according to the pay tables published by DFAS. Basic Allowance for Subsistence (BAS) is a tax-free monthly allowance intended to offset the cost of food for service members only (not family members). All service members receive BAS and pay for their own meals. The rate is linked to the USDA food cost index and is adjusted annually. As of January 1, 2026, enlisted BAS is $476.95/month and officer BAS is $328.48/month.
Basic Allowance for Housing (BAH) is a tax-free monthly allowance to help service members pay for housing when government quarters are not provided. BAH rates are calculated based on your duty station location, pay grade, and dependency status. The DoD collects rental housing cost data annually for 299 military housing areas. Basic pay is taxable income. However, allowances such as BAH and BAS are tax-free. This means your total compensation is often more valuable than it appears because a significant portion is not subject to federal or state income taxes. Pay earned in a designated combat zone may be excluded from federal income tax under the Combat Zone Tax Exclusion, and many special and incentive pays have their own tax treatment depending on where and when they are earned.
Basic pay for O-7 through O-10 is limited to $18,808.20 per month (the Level II Executive Schedule rate for calendar year 2025). Basic pay for O-6 and below is limited to $15,258.30 per month (the Level V Executive Schedule rate). These caps ensure military pay remains within the federal civilian pay structure.
Annual military pay raises typically take effect on January 1 each year and appear in mid-to-late January paychecks. BAH and BAS rates also update on January 1. Service members are paid twice monthly, on the 1st and 15th of each month. The 2025 junior enlisted raise was an exception, taking effect April 1, 2025.
